Several community members have submitted reports of noise from jackhammering at the intersection of 4th Avenue and Atlantic Avenue (see 271, 273, 274, 275, 276, 277, 288, 289, 295) beginning in late August 2011. Some report filing 311 complaints dating back to July 2011.
In mid-September, an FCRC liaison informed AYW that the work in question was mandated to take place at night, work of various kinds will continue through August 2012, and further sound attenuation of the jackhammers is not possible.
On September 24, Atlantic Yards Report suggested that the area for which sound mitigations were provided to residents should have been larger than specified in the 2006 FEIS.
On October 6th Atlantic Yards Watch reported that extended hours work is spread throughout the project footprint.
On October 14th NYCDOT confirmed to Atlantic Yards Watch that work specific to Pacific and 4th Avenues was permitted day or night. This appears to contradict the statement from FCRC liaison that work was mandated to take place at night.
