Because this appears to be a violation of the law I called 311 and entered the number into this incident report. The operator filed it as a violation of a Parks and Recreation regulation and said it will be inspected within 8 days. The operator stated that with her protocols she does not have access to the DSNY regulation refered to in the AYW article.
